Assignment: At what points in 1962 could IC analysts have employed SATs to strengthen their understanding of Soviet activities in Cuba and to provide greater warning to policymakers about the potential course of events? Which SATs should they have used?
The U.S. Intelligence Community published four intelligence estimates prior to the Cuban Missile Crisis in October 1962, all of which underestimated the Soviets’ intentions to install strategic weapons in Cuba.
January 17, 1962, The Threat to U.S. Security Interests in the Caribbean Area (SNIE 80-62): Establishment of Soviet bases on Cuba is “unlikely for some time to come.”
March 21, 1962, The Situation and Prospects in Cuba (NIE 85-62): The USSR would “almost certainly never intend to hazard its own safety for the sake of Cuba.”
August 1, 1962, The Situation and Prospects in Cuba (NIE 85-2-62): It is “unlikely” that the Soviet Bloc will station “Bloc combat units of any description” in Cuba, at least over the next year.

On October 15, 1962—a mere three weeks after the September SNIE was published—photos from a U2 spy plane revealed that the Soviets had installed intermediate-range missiles in Cuba. Long-range missiles were discovered two days later.

BBC Panorama/ London Under Attack

Background: A May 2004 episode of the BBC’s Panorama program considered a fictitious scenario in which terrorists have launched multiple attacks against London’s subway system and other targets in the city. The program featured officials from London’s security services, intelligence agencies, and community of first responders reacting to the attacks as they happened. By exposing security vulnerabilities as well as shortcomings in the Brits’ ability to respond to multiple attacks, the program demonstrates how applying critical thinking to intelligence/law enforcement problems can yield actionable insights for customers (in this case, for London’s emergency management services officers and municipal leadership).

The exercise in the Panorama program is not intended to be a classic structured analytic technique (SAT) applied to an intelligence question during the research process. However, elements of diagnostic, challenge, and imaginative SATs emerge throughout the hour-long exercise, showing how these and other critical thinking tools can be applied to fluid situations that are characterized by a high degree of uncertainty.
The assignmenet:
In no more than two pages, describe the ways in which the Panorama participants applied critical thinking as they responded to the attacks. Briefly identify any instances in which the participants projected scenarios, questioned the credibility of data, challenged assumptions, identified key unknowns, suggested hypotheses, referenced lesson learned from previous attacks, or demonstrated other elements of SATs that we have studied. In your opinion, what SAT (or SATs) does the exercise in the Panorama program most closely resemble?

The purpose of this project is to use Westlaw to research and apply statutory law and interpretive case law relevant to facts.

Background: Chang is working with a LCA consulting client, Attorney Mark Adams, a senior partner in a Baltimore, Maryland law firm. Adams has consulted Chang about a child visitation case. Chang has asked you to assist in the consultation by researching relevant statutory and case law and presenting your findings in a Research Summary Report.
Facts:
Clementine Connor, the Client, reports that her child’s father has physically abused both her and their 7-year old child. The Client provided substantial, credible corroborating evidence of this abuse, including records of the child’s father’s criminal convictions for domestic abuse in Maryland. The child’s father, however, insists that the criminal trial was a fraud and that he was framed. The father has refused to complete the parenting skills and anger-management courses ordered by the judge in the criminal case.
The father now is seeking unsupervised, overnight visitation with the child. The Client fears for her child’s and her own safety if the father the is allowed to have the visitation he is seeking. She wants advice regarding whether the father is likely to succeed in obtaining visitation.
Instructions:
Confine your research to the Family Law Article of the Annotated Code of Maryland. Focus on this Research Question:
Whether a Maryland court may reject a request for visitation when the parent seeking visitation has a documented history of child abuse and refuses to complete court-ordered parenting and anger-management classes?

You are a Victim’s Advocate for persons who have been sexually assaulted.  You have been effective in recent past cases where police were unable to obtain significant information from victims of sexual assault.  When you provided advocacy service to these victims, you discovered that police interviews were done in a manner that indicated police were in charge, that the victim needed to cooperate if he or she were to be believed, and wanted anything done about the reported crime.

The Chief of Major Crimes wants you to explain why police interviews of victims are not successful and what the major crimes detectives can do to increase their effectiveness in interviewing them.

Behemoth has several managed care contracts. It also was aprofitable home health care agency and a fifteen been nursingfacility located in a rural area 80 miles away. Behemoth has someproblems.
Half of Behemoth’s nursing staff in the nursing facility has walked off the job. One of its ten patients has a rare infectious disease with no known cure.
Thos nurses walking o t claim that the facility administrationknowingly or accidentally failed to provide adequate health and safety protections, thereby endangering other patients, the nursesand their friends and families. They contend that due to actual orpotentially unsafe conditions, they have been constructively discharged. Prior to walking off the job, the nurses had written to the Occupation, Safety and Health Administration (OSHA), with acopy to Behemoth, complaining about unsafe working conditions. Theyreceived a response from neither.
All were long-time employees with excellent records and fully dedicated to patient care.
