Identify the policy problems found in your Narrative that could be solved in the public health policy environment (See Article_A Patient With COVID19 Is Left Behind As Care attached above)
Ask the policy question in the PICOT format. (See PICOT Policy Problem Identification attached above)
Follow Chapter 14 (Wilensky & Teitelbaum, 2020) to develop the policy analysis. Problem identification is described on page 320. It is very efficient. You may want to explore more than one problem that comes to mind.
In the Loversidge & Zurmehly (2019) text, the problem statement is described in Chapter 7. Problem identification is now called a policy question in the PICOT format. Students have found this chapter to be most helpful. Both strategies finish with one or two sentences, but the Loversidge question is far more developed (8-10 lines long)!
